Is a Fire Risk Assessment a Legal Requirement for Offices?

Yes. Under the Regulatory Reform (Fire Safety) Order 2005, all workplaces — including offices — must have a fire risk assessment carried out by a competent person. The responsible person, typically the employer or building owner, is legally obligated to ensure this assessment is in place, kept up to date and acted upon.

If you employ five or more people, the assessment must be recorded in writing. However, best practice is to maintain a written record regardless of the size of your workforce, particularly if you share a building with other tenants or receive regular visitors to your premises.

Failure to have a valid fire risk assessment in place can result in enforcement notices, prohibition of the premises and, in serious cases, prosecution with an unlimited fine.
